Системы разные, да, но если в книге, то можно дать ссылку и пояснить конкретнее, что имеется в виду 2летнее образование, или дать словарь обозначений.
А если в контексте тичерского форума, то tech school вполне пойдет. Потому что technicum есть в теории, а на практике это слово за пределами русскоговорящего коммьюнити мало кто употребляет.
